Concerning the Restoration of

Megillat HaNechoshet 3Q15

to the Jewish People

Whereas longstanding Jewish and Arab claims have pervaded the horizon of the Middle East since at least 1947, and under the principals of pacific settlement, just Restoration of Megillat HaNechoshet 3Q15 is now due to the Jewish People effected by the Israeli-Arab conflict; and,

WHEREAS Abdullah II bin Al-Hussein عبد الله الثاني بن الحسين‎, ʿAbdullāh aṯ-ṯānī ibn Al-Ḥusayn; (King Abdullah II, The Hashemite) should accept the terms of the Har HaBayith-Al Axsa Peace and Reconsiliation Summit (Comprehensive Statute on Terrorism, an End to Incitement and Restoration of the Megillat HaNechoshet to the Jewish People) and should agree that all claims involving the Middle East Peace Process should proceed to an Al Quds Claims Conference, or should utilize the rule of law to settle all outstanding claims of whatever kind involving the Middle East Peace Process in a UN Regional Human Rights Terrorism Claims Court (Al Quds Claims Court); and

Whereas, there being no just cause (military necessity) for the Hashemite Kingdom of Jordan to possess the Megillat HaNechoshet 3Q15 such possession by the Hashemite Kingdom of Jordan constituting superceedes Trespass Vi Et Armis (a superceeding trespass by force and arms; such trespass constituting simple grounds for forfeiture and recovery in action for replevin under Universal Jurisdiction) and contra pacem regis, “against the King’s peace,” being a violation of the Fourth Geneva Convention – Additional Protocol I Article 53 Protection of Cultural Objects and of Places of Worship; and, constituting a violation of the Anglo-American Treaty of 1924 Article 21; and

Whereas, pursuant to the 1970 UNESCO Convention on Cultural Property, the principle of inalienablity extends to all cultural property situs in antiquity or situs in succession; and,

Whereas, any claims arising out of antiquities, (i.e. Restoration of Megillat HaNechoshet to the Jewish People) should be resolved with Pacific Settlement rather than Trespass Vi Et Armis and the Jewish Representative Yochanan Ezra ben Avraham (John Mauritz Hummasti, Secretary General of the Progessive List For Peace or his representative from the Hurst Nation) assents to accept in good faith, terms relevant to Har HaBayith-Al Axsa Peace and Reconsiliation Summit and is willing to accept with good faith the Restoration of Megillat HaNechoshet (The Copper Scroll) now held in the Jordanian Museum Amman to the Jewish People for repository with the Israeli Antiquities Authority; and,

Whereas the State of Israel should agree to Withdrawal of IDF Troops from Areas A and B of the West Bank under the principals of pikuach nefesh and should assent to Deployment of a Multi-national Peacekeeping Observer Force to Areas A and B of the West Bank under the Hurst Flag, as described in Section II Steps Towards Peace; to wit for the establishment of a UN Security Zone and for the deployment of said Multi-national Peacekeeping Observer Force which should contain a contingent of IDF soldiers for security purposes as described in Section II thereof,

And WHEREAS the Progressive List for Peace agrees to hold a Al Quds Claims Conference, and the Arab Representative of King Abdullah II, should act in good faith concerning Restoration of Megillat HaNechoshet to the Jewish People as set forth in Steps Toward Peace; and the Arab Representative of King Abdullah II, should agree to hold a Al Quds Claims Conference for disposition of claims involving Refugees, Property Restitution or Reparations, Human Rights and Terrorism and NOTHING FOLLOWS herein.
